SECBE is the joint delivery partner together with the Institute for Sustainability (lead delivery partner) for the ERDF funded programme called FLASH+

FLASH+ (Facilitated Learning and Sharing) will help built environment supply chain SME’s develop practical, economic solutions for the UK government target of reducing carbon emissions from buildings by 34% by 2020, and 80% by 2050 – and exploit the huge latent demand in the SEEDA region for renewable energy and upgrading over 100,000 pa low carbon homes and buildings.

Members of the FLASH + programme will receive at least 12 hours of free business support to understand the factors contributing to discrepancies between the predicted and actual performance of a buildings.  They will be among the first to benefit from data analysis from a wide range of buildings currently being monitored.

Learning outcomes will focus on increasing capacity to deliver suitable and cost effective low carbon measures and ensure participants are equipped to market their green capabilities and proven low carbon solutions to clients.

Information will be disseminated through a programme of: Conferences; Seminars; Site Visits; and Electronic/printed Media.


Invitation to tender

SECBE wishes to appoint an organisation in a call-off contract to provide support against the scope of works outlined below.  Potential contractors are welcome to submit a response to Work Package A, Work Package B or both.


Work Package A – Public Relations support (estimated one day per month)

§ Drafting press releases and other articles/editorial

§ Media coverage/attendance at conferences

§ Advising on, and securing relevant media coverage in both printed and online formats

§ Other support/advice – such as regular columns, speaker opportunities etc.


When quoting for Work Package A, you should provide costs as follows:

-       Hourly or daily consultancy fee

-       Brief summary of ‘client timesheet’ methodology


Work Package B – E-Newsletter (6 editions)

§ Design of E-Newsletter template to comply with FLASH+ branding guidelines

§ Production of Bi-monthly (every two months) E-Newsletter to include approx 4 - 6 lead articles and regular topical updates; diary dates; weblinks

-       Page layout

-       Proofing

-       HTML files
